Dave Osborn, President and Owner








Dave has been with Paul Davis Restoration & Remodeling since 1993. He was Vice President of their East Bay office and brings an additional 20 years of experience as a journeyman carpenter and general contractor to the North Bay office. He is one of the two WLI Water Loss Specialists in the greater Bay Area and is highly experienced in the handling of complex losses.
The Paul Davis crew is outstanding. They are skilled professionals who can handle your every aspect of your project. Dave personally conducts weekly training sessions to make sure the crew is the most professional in the Bay Area.

Dave’s qualifications include: IICRC (Institute of Inspection, Cleaning, Restoration Certification) certifications in Applied Structural Drying, Water Damage, and Fire and Smoke Damage, AIAQC (American Indoor Air Quality Council) Council-certified Microbial Remediator (CMR), RIA (Restoration Industry Association) Water Loss Specialist (WLS), ABRA (American Bio-recovery Association) Certified Bio-recovery Technician (CBRT), and NAHB (National Association of Home Builders) Certified Aging In-place Specialist (CAPS), and an EPA certified lead renovator.

In addition to managing the operations at the North Bay office, his consulting company, Moisture Consultants, provides investigative, themal imaging/infrared camera examinations, consulting and expert witness services for insurers and property owners.

Maria Tartaglia, General Manager

When you call our office, Maria will be ready to assist you. Maria oversees the business of our company regarding customer service, staff training, insurance procurement and renewals, certificate requirements for our many insurance company programs, marketing strategy, and all of the day-to-day details that must be attended to in all large and dynamic companies.

She comes to our office after four years as Executive Secretary for the Director of West Marin Senior Services. Her experience working with the seniors of West Marin has given her valuable insight for helping deal with property owners under stress. Her office management and personnel skills were sharpened by working closely with 4 Area Coordinators and over 400 seniors throughout West Marin. Previously, Maria had worked with her family’s janitorial service in Sonoma County. Her organizational and personnel skills are a tremendous asset to Paul Davis Restoration & Remodeling. Maria holds IICRC certifications in Water, Fire & Smoke, and Applied Structural Drying. This expertise enables her to quickly assess your needs.

Maria also managed our Paul Davis Restoration office in Hidden Valley Lake near Middletown, CA. This office is the hub or our business in Lake, Mendocino, and Napa Counties.

Florence Campbell, Job Cost Accountant and Receptionist

Florence joined our firm after years of experience as an H&R Tax Specialist and a production Manager for EPC, a large label manufacturing company. Florence is responsible for tracking expenses of all mitigation and construction jobs, as well as company payables and receivables

Proper job expense tracking is extremely important and allows Paul Davis Restoration & Remodeling to provide efficient and affordable services.
